近日,由清華大(da)學(xue)、中國標準(zhun)(zhun)化研究院、清華大(da)學(xue)深圳(zhen)國際研究生(sheng)院等單位牽(qian)頭(tou)制定的《導(dao)則(ze)》系列(lie)國家(jia)標準(zhun)(zhun)經國家(jia)市場監督管(guan)理總(zong)局、國家(jia)標準(zhun)(zhun)化管(guan)理委員會批(pi)準(zhun)(zhun)正式發布(bu)。《水回用(yong)導(dao)則(ze)》系列(lie)國家(jia)標準(zhun)(zhun)為首(shou)次制定,包括以下3項(xiang)標準(zhun)(zhun):

《水回用導則 污水再生處理技術與工藝評價方法》(GB/T 41017-2021)

《水(shui)回(hui)用導(dao)則 再生(sheng)水(shui)分級》(GB/T 41018-2021)

《水回用導(dao)則(ze)》系列(lie)國(guo)家(jia)標準(zhun)的發布實施將為我國(guo)污(wu)水資(zi)源化利用發展(zhan)提(ti)供重要(yao)標準(zhun)依據,對于加強再(zai)生水分級管(guan)理,引導(dao)污(wu)水再(zai)生處理技術開發與優化進步,促(cu)進再(zai)生水行業快速發展(zhan)具(ju)有重要(yao)意(yi)義。

《給水(shui)(shui)排水(shui)(shui)》雜志社特(te)邀主(zhu)編單位,對3項標(biao)準分(fen)別進行了深度(du)解讀(du)。本篇重(zhong)點解讀(du)《水(shui)(shui)回用(yong)導(dao)則 再生水(shui)(shui)廠水(shui)(shui)質管理》(GB/T 41016-2021),標(biao)準規定了再生水(shui)(shui)廠水(shui)(shui)質管理的相(xiang)關(guan)術語和定義、目(mu)標(biao)、措施、檢測監控與(yu)報告及(ji)制度(du),可(ke)為再生水(shui)(shui)廠水(shui)(shui)質安全保障和高效(xiao)穩定生產提供(gong)有益指導(dao)。


是統(tong)(tong)籌解(jie)決水(shui)資(zi)源短缺、水(shui)環境污染和水(shui)生(sheng)態損害問題的(de)重(zhong)要途徑。再(zai)生(sheng)水(shui)廠建(jian)設(she)(she)是城鎮和產(chan)業可持續(xu)發展(zhan)的(de)重(zhong)要保(bao)障,對實現(xian)可持續(xu)發展(zhan)目標具有重(zhong)要意義。2019年,我國城鎮再(zai)生(sheng)水(shui)生(sheng)產(chan)能力為(wei)183.4億(yi)m3/年,再(zai)生(sheng)水(shui)設(she)(she)施建(jian)設(she)(she)固定資(zi)產(chan)投資(zi)達(da)50.83億(yi)元(yuan)。標準化、規(gui)范化和系統(tong)(tong)化的(de)再(zai)生(sheng)水(shui)廠管理是保(bao)障再(zai)生(sheng)水(shui)利用事業發展(zhan)高質(zhi)量(liang)發展(zhan)和快速發展(zhan)的(de)重(zhong)要保(bao)證。

再(zai)生(sheng)水(shui)(shui)利用的前提是水(shui)(shui)質(zhi)安全保(bao)障(zhang)。針對再(zai)生(sheng)水(shui)(shui)廠(chang)水(shui)(shui)質(zhi)管(guan)理(li)需求,清華大學等單位編制了《水(shui)(shui)回(hui)用導則(ze) 再(zai)生(sheng)水(shui)(shui)廠(chang)水(shui)(shui)質(zhi)管(guan)理(li)》(GB/T 41016-2021)。該標(biao)準(zhun)(zhun)由全國(guo)節水(shui)(shui)標(biao)準(zhun)(zhun)化技(ji)(ji)術委員(yuan)(yuan)會(SAC/TC442)和全國(guo)環保(bao)產業標(biao)準(zhun)(zhun)化技(ji)(ji)術委員(yuan)(yuan)會(SAC/TC275)共同提出(chu)并(bing)歸口,由國(guo)家市場監(jian)督管(guan)理(li)總(zong)局(ju)和國(guo)家標(biao)準(zhun)(zhun)化管(guan)理(li)委員(yuan)(yuan)會發布實施。

該標(biao)準(zhun)是《水回用導則》系列國家標(biao)準(zhun)之(zhi)一,為(wei)首次發布(bu)。《水回用導則》系列國家標(biao)準(zhun)旨在從再生水分級、評價和(he)管(guan)理(li)等(deng)角度為(wei)再生水行業(ye)開展項目規(gui)劃、設(she)計、運營、評價和(he)管(guan)理(li)等(deng)工作提(ti)供專業(ye)指導意見(jian)和(he)規(gui)范。

01 標(biao)準(zhun)制定的重(zhong)要(yao)意義

水資源短缺(que)(que)和(he)(he)(he)(he)水環境(jing)污染是(shi)全(quan)球面臨的(de)重(zhong)大水安全(quan)問題,我國和(he)(he)(he)(he)“一(yi)帶(dai)一(yi)路”國家尤為突出。與雨水和(he)(he)(he)(he)海水相比,污水水量(liang)穩(wen)定、水質可(ke)(ke)控(kong)、就地可(ke)(ke)取(qu),已成(cheng)(cheng)為國際(ji)公認的(de)“城(cheng)鎮(zhen)第二水源”,其再(zai)(zai)生(sheng)利(li)(li)用(yong)技(ji)術和(he)(he)(he)(he)經濟(ji)可(ke)(ke)行,是(shi)解(jie)決(jue)缺(que)(que)水和(he)(he)(he)(he)水污染問題的(de)雙贏途徑,已成(cheng)(cheng)為國家重(zhong)大需求,對(dui)實現聯(lian)合國可(ke)(ke)持續發展目標(biao)也具(ju)有重(zhong)要(yao)意義。我國、美國、新加坡(po)和(he)(he)(he)(he)以色列(lie)等國家將再(zai)(zai)生(sheng)水利(li)(li)用(yong)作(zuo)為重(zhong)要(yao)戰略,開(kai)展了卓有成(cheng)(cheng)效的(de)實踐(jian)。2019年,我國城(cheng)鎮(zhen)地區再(zai)(zai)生(sheng)水利(li)(li)用(yong)量(liang)已達到116億(yi)m3/年,再(zai)(zai)生(sheng)水利(li)(li)用(yong)率約為20%。從(cong)全(quan)球范圍來看,預計到2022年,再(zai)(zai)生(sheng)水利(li)(li)用(yong)量(liang)將超過(guo)500億(yi)m3/年。

國(guo)家(jia)(jia)發(fa)(fa)展(zhan)改(gai)革委等(deng)十(shi)部委聯合(he)出臺(tai)的(de)《關于推進污水(shui)(shui)資源化(hua)利(li)用(yong)(yong)的(de)指導(dao)意見》(2021年(nian)1月)中指出,到(dao)(dao)2025年(nian),我國(guo)缺水(shui)(shui)城市(shi)污水(shui)(shui)再生(sheng)(sheng)(sheng)利(li)用(yong)(yong)率將(jiang)達到(dao)(dao)25%以上,京津冀地區將(jiang)達到(dao)(dao)35%以上;到(dao)(dao)2035年(nian),形成系統(tong)、安全、環保、經(jing)濟的(de)污水(shui)(shui)資源化(hua)利(li)用(yong)(yong)格局。根據國(guo)家(jia)(jia)《“十(shi)四五(wu)”城鎮污水(shui)(shui)處理及資源化(hua)利(li)用(yong)(yong)發(fa)(fa)展(zhan)規劃》(2021年(nian)6月),“十(shi)四五(wu)”期(qi)間(jian)(jian),新建、改(gai)建和擴(kuo)建再生(sheng)(sheng)(sheng)水(shui)(shui)生(sheng)(sheng)(sheng)產能力不少(shao)于1500萬m3/d。因此,“十(shi)四五(wu)”期(qi)間(jian)(jian)和未來15年(nian),我國(guo)再生(sheng)(sheng)(sheng)水(shui)(shui)利(li)用(yong)(yong)將(jiang)會得到(dao)(dao)更快發(fa)(fa)展(zhan)。再生(sheng)(sheng)(sheng)水(shui)(shui)廠的(de)規劃、建設、運營(ying)維護和管理具有巨(ju)大(da)發(fa)(fa)展(zhan)潛力和市(shi)場空間(jian)(jian)。

標(biao)(biao)(biao)準規(gui)范(fan)是再(zai)(zai)(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)行業健康發(fa)展(zhan)的(de)(de)(de)重要保障。再(zai)(zai)(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)以(yi)(yi)污水(shui)(shui)(shui)(shui)(shui)或達(da)標(biao)(biao)(biao)排放的(de)(de)(de)污水(shui)(shui)(shui)(shui)(shui)處(chu)(chu)理(li)廠(chang)(chang)二級出(chu)水(shui)(shui)(shui)(shui)(shui)為(wei)水(shui)(shui)(shui)(shui)(shui)源,生(sheng)(sheng)(sheng)產(chan)和(he)供給再(zai)(zai)(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui),是城(cheng)鎮再(zai)(zai)(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)系(xi)統(tong)的(de)(de)(de)關鍵環(huan)節。但(dan)是,不(bu)同再(zai)(zai)(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)的(de)(de)(de)水(shui)(shui)(shui)(shui)(shui)源和(he)處(chu)(chu)理(li)工藝差異較大,不(bu)同水(shui)(shui)(shui)(shui)(shui)質再(zai)(zai)(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)適(shi)用范(fan)圍及(ji)用戶使用需(xu)求亦(yi)各不(bu)相同。目(mu)前(qian)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)的(de)(de)(de)水(shui)(shui)(shui)(shui)(shui)質管理(li)以(yi)(yi)末端出(chu)水(shui)(shui)(shui)(shui)(shui)口典型水(shui)(shui)(shui)(shui)(shui)質指標(biao)(biao)(biao)的(de)(de)(de)濃度控(kong)制為(wei)主,缺乏全流(liu)程水(shui)(shui)(shui)(shui)(shui)質風險識別與過(guo)程管控(kong),存在(zai)水(shui)(shui)(shui)(shui)(shui)質管理(li)方法不(bu)統(tong)一、統(tong)籌協(xie)調(diao)不(bu)足等問題。我(wo)國現有標(biao)(biao)(biao)準規(gui)范(fan)中尚(shang)無再(zai)(zai)(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)水(shui)(shui)(shui)(shui)(shui)質管理(li)方面(mian)的(de)(de)(de)標(biao)(biao)(biao)準。為(wei)促進再(zai)(zai)(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)安(an)全高效生(sheng)(sheng)(sheng)產(chan),需(xu)要制定突出(chu)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)特(te)點、系(xi)統(tong)性和(he)針(zhen)對性強的(de)(de)(de)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)水(shui)(shui)(shui)(shui)(shui)質管理(li)標(biao)(biao)(biao)準,以(yi)(yi)指導再(zai)(zai)(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)水(shui)(shui)(shui)(shui)(shui)質管理(li),推(tui)動我(wo)國再(zai)(zai)(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)行業規(gui)范(fan)化發(fa)展(zhan)。

02 標(biao)準的(de)主(zhu)要內容

《水(shui)回用導(dao)則 再(zai)生(sheng)水(shui)廠水(shui)質(zhi)管理(li)》于2018年申請(qing)立項,由全國節水(shui)標準(zhun)化技術(shu)委員(yuan)會(SAC/TC442)和全國環保產業標準(zhun)化技術(shu)委員(yuan)會(SAC/TC275)共同(tong)提出并歸口,由清華大學等單位(wei)起草。該標準(zhun)規定(ding)了再(zai)生(sheng)水(shui)廠水(shui)質(zhi)管理(li)的相(xiang)關(guan)術(shu)語和定(ding)義、目標、措施、檢(jian)測(ce)監控(kong)與報(bao)告及制度(du),適用于再(zai)生(sheng)水(shui)廠的水(shui)質(zhi)管理(li)。在以(yi)下幾個方面(mian)具有創新性(xing):

從水(shui)質(zhi)(zhi)管(guan)理目標、水(shui)質(zhi)(zhi)管(guan)理措施、水(shui)質(zhi)(zhi)監控與報(bao)告(gao)和(he)水(shui)質(zhi)(zhi)管(guan)理制度等方面規范了(le)再(zai)生水(shui)廠水(shui)質(zhi)(zhi)管(guan)理內容和(he)要求。

明(ming)確了再(zai)生水(shui)水(shui)質(zhi)管(guan)(guan)理(li)的范疇,首次將風(feng)險分析與關(guan)鍵控制點(dian)(HACCP)體系引入我國再(zai)生水(shui)廠水(shui)質(zhi)管(guan)(guan)理(li)。提出了基于(yu)HACCP體系的再(zai)生水(shui)廠水(shui)質(zhi)管(guan)(guan)理(li)措(cuo)施,包括風(feng)險識別方(fang)法、關(guan)鍵控制點(dian)設置和管(guan)(guan)控要求、水(shui)質(zhi)異常(chang)應對(dui)措(cuo)施、應急管(guan)(guan)理(li)措(cuo)施等內容。

提出了再生(sheng)水廠水質(zhi)監(jian)(jian)控與報告要求,明確(que)了水質(zhi)監(jian)(jian)控內容(rong)與要求、數據(ju)質(zhi)量保障方法和水質(zhi)報告制度。

03 水質管理目標

再生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)系(xi)(xi)統(tong)(tong)(tong)(tong)是一個復(fu)(fu)雜(za)的非傳(chuan)統(tong)(tong)(tong)(tong)供水(shui)(shui)(shui)(shui)工程(cheng),既具有污(wu)水(shui)(shui)(shui)(shui)處理系(xi)(xi)統(tong)(tong)(tong)(tong)的特征(zheng),又具有供水(shui)(shui)(shui)(shui)系(xi)(xi)統(tong)(tong)(tong)(tong)的特征(zheng)。再生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)系(xi)(xi)統(tong)(tong)(tong)(tong)構成復(fu)(fu)雜(za),包括(kuo)水(shui)(shui)(shui)(shui)源、處理、儲(chu)存(cun)輸配、用戶(hu)端(duan)利用等(deng)環(huan)節(圖1)。再生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)廠(chang)在再生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)系(xi)(xi)統(tong)(tong)(tong)(tong)中起著重要作用,其以污(wu)水(shui)(shui)(shui)(shui)或達標(biao)排(pai)放(fang)的污(wu)水(shui)(shui)(shui)(shui)處理廠(chang)二級出水(shui)(shui)(shui)(shui)為水(shui)(shui)(shui)(shui)源,生(sheng)(sheng)(sheng)產和供給再生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)。再生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)廠(chang)通常包括(kuo)進(jin)水(shui)(shui)(shui)(shui)口、處理、儲(chu)存(cun)、出水(shui)(shui)(shui)(shui)口等(deng)單元(yuan),再生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)廠(chang)水(shui)(shui)(shui)(shui)質(zhi)(zhi)管(guan)理目(mu)標(biao)應包括(kuo)處理單元(yuan)出水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)質(zhi)(zhi)、廠(chang)內儲(chu)存(cun)單元(yuan)水(shui)(shui)(shui)(shui)質(zhi)(zhi)、再生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)廠(chang)出水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)質(zhi)(zhi)和用戶(hu)端(duan)水(shui)(shui)(shui)(shui)質(zhi)(zhi)等(deng)關鍵環(huan)節。再生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)廠(chang)水(shui)(shui)(shui)(shui)質(zhi)(zhi)管(guan)理是以水(shui)(shui)(shui)(shui)質(zhi)(zhi)保障(zhang)、控制和改進(jin)為目(mu)的,對再生(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)廠(chang)處理工藝各關鍵環(huan)節根據水(shui)(shui)(shui)(shui)質(zhi)(zhi)要求實施(shi)管(guan)理的過程(cheng)。

具體而言,針對(dui)某一處(chu)理(li)(li)(li)單(dan)(dan)元(yuan)(yuan),再(zai)生水(shui)(shui)廠(chang)應根據其后(hou)續處(chu)理(li)(li)(li)單(dan)(dan)元(yuan)(yuan)的(de)進水(shui)(shui)水(shui)(shui)質(zhi)要(yao)(yao)求,確定(ding)其管(guan)理(li)(li)(li)目標(biao),以保證后(hou)續處(chu)理(li)(li)(li)單(dan)(dan)元(yuan)(yuan)的(de)穩(wen)定(ding)高(gao)效運行。例如,若采用(yong)反滲(shen)透處(chu)理(li)(li)(li)單(dan)(dan)元(yuan)(yuan)生產(chan)A級再(zai)生水(shui)(shui),由于反滲(shen)透膜孔徑小(xiao),極易堵(du)塞(sai)且難以清洗,需(xu)要(yao)(yao)高(gao)水(shui)(shui)平的(de)預(yu)處(chu)理(li)(li)(li)。預(yu)處(chu)理(li)(li)(li)單(dan)(dan)元(yuan)(yuan)一般包括:混凝沉淀(dian)、介(jie)質(zhi)過濾、超(微)濾等,預(yu)處(chu)理(li)(li)(li)單(dan)(dan)元(yuan)(yuan)的(de)水(shui)(shui)質(zhi)管(guan)理(li)(li)(li)目標(biao)應符(fu)合其后(hou)續反滲(shen)透單(dan)(dan)元(yuan)(yuan)的(de)進水(shui)(shui)水(shui)(shui)質(zhi)要(yao)(yao)求。

針對廠內儲存單(dan)元,應(ying)根據再(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)廠出(chu)水(shui)(shui)(shui)水(shui)(shui)(shui)質(zhi)要(yao)求,確定其(qi)管理目標(biao)(biao)(biao)。針對再(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)廠出(chu)水(shui)(shui)(shui)水(shui)(shui)(shui)質(zhi),應(ying)根據用戶端水(shui)(shui)(shui)質(zhi)要(yao)求,并考慮管網輸(shu)配(pei)過程中的(de)水(shui)(shui)(shui)質(zhi)變化(例(li)如余氯(lv)(lv)的(de)衰(shuai)減(jian)和(he)微生(sheng)(sheng)(sheng)物的(de)生(sheng)(sheng)(sheng)長等(deng)),確定其(qi)管理目標(biao)(biao)(biao)。再(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)廠出(chu)水(shui)(shui)(shui)和(he)用戶端水(shui)(shui)(shui)質(zhi)管控目標(biao)(biao)(biao)包括(kuo)水(shui)(shui)(shui)質(zhi)指(zhi)(zhi)標(biao)(biao)(biao)以及各指(zhi)(zhi)標(biao)(biao)(biao)的(de)達標(biao)(biao)(biao)率、波動(dong)率等(deng)。水(shui)(shui)(shui)質(zhi)標(biao)(biao)(biao)準中規定的(de)常規指(zhi)(zhi)標(biao)(biao)(biao)主要(yao)包括(kuo)pH、生(sheng)(sheng)(sheng)化需氧量(BOD)、化學需氧量(COD)、總懸浮固(gu)體(ti)、濁度、余氯(lv)(lv)、營養物質(zhi)濃(nong)度、電導率、病原指(zhi)(zhi)示微生(sheng)(sheng)(sheng)物濃(nong)度等(deng)。

但經過(guo)深度(du)(du)處理后的(de)再(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)水(shui)(shui)中仍含(han)有一(yi)定量(liang)(liang)的(de)有機物(wu)和微生(sheng)(sheng)(sheng)(sheng)(sheng)物(wu)(包(bao)括(kuo)病原微生(sheng)(sheng)(sheng)(sheng)(sheng)物(wu)),在儲存和管網輸配過(guo)程(cheng)中可(ke)能發生(sheng)(sheng)(sheng)(sheng)(sheng)水(shui)(shui)質(zhi)劣化(hua),威(wei)脅再(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)水(shui)(shui)的(de)水(shui)(shui)質(zhi)安(an)全性。因(yin)此,在滿足其相關水(shui)(shui)質(zhi)標準(zhun)要(yao)求(qiu)的(de)基礎上(shang),還(huan)需根據(ju)再(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)水(shui)(shui)用途和用戶要(yao)求(qiu),關注化(hua)學穩(wen)(wen)定性、生(sheng)(sheng)(sheng)(sheng)(sheng)物(wu)穩(wen)(wen)定性、微量(liang)(liang)有毒有害污染物(wu)等(deng)水(shui)(shui)質(zhi)安(an)全指標。例(li)如,再(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)水(shui)(shui)用于(yu)工業利用冷卻水(shui)(shui)和洗滌用水(shui)(shui)時,考(kao)慮結(jie)垢、腐蝕、生(sheng)(sheng)(sheng)(sheng)(sheng)物(wu)滋(zi)生(sheng)(sheng)(sheng)(sheng)(sheng)等(deng)潛(qian)在風險,應重點(dian)關注NH3-N、氯離子、TDS、總硬度(du)(du)、SS、色度(du)(du)、化(hua)學穩(wen)(wen)定性等(deng)指標,循環冷卻水(shui)(shui)應考(kao)慮鹽度(du)(du)和硬度(du)(du)的(de)控制。

再生(sheng)水(shui)(shui)(shui)廠應根據(ju)水(shui)(shui)(shui)質管(guan)(guan)理目標、相(xiang)關行政主管(guan)(guan)監管(guan)(guan)部(bu)(bu)門和(he)國家相(xiang)關標準(zhun)要求,制(zhi)(zhi)定系統(tong)、完善和(he)規范(fan)的水(shui)(shui)(shui)質管(guan)(guan)理制(zhi)(zhi)度。水(shui)(shui)(shui)質管(guan)(guan)理制(zhi)(zhi)度包括水(shui)(shui)(shui)質管(guan)(guan)理崗位責任(ren)、檔(dang)案資料管(guan)(guan)理辦法(fa)等。水(shui)(shui)(shui)質管(guan)(guan)理制(zhi)(zhi)度需向上級主管(guan)(guan)部(bu)(bu)門備案,并向再生(sheng)水(shui)(shui)(shui)用戶和(he)公眾公告。

再生水(shui)(shui)廠應設置水(shui)(shui)質(zhi)管(guan)理(li)人(ren)員(yuan)(機構(gou)(gou))和(he)水(shui)(shui)質(zhi)檢測(ce)人(ren)員(yuan)(機構(gou)(gou)),建立完善的水(shui)(shui)質(zhi)管(guan)理(li)責任體系,明確崗(gang)位職責。水(shui)(shui)質(zhi)管(guan)理(li)人(ren)員(yuan)(機構(gou)(gou))負責制定水(shui)(shui)質(zhi)管(guan)理(li)工作計劃、落實工作安(an)排、水(shui)(shui)質(zhi)結果(guo)分析、報(bao)送與發布等任務。水(shui)(shui)質(zhi)管(guan)理(li)人(ren)員(yuan)在上崗(gang)前(qian),需接受專(zhuan)業職業技能培訓,掌握(wo)處(chu)理(li)工藝(yi)和(he)設施(shi)、設備(bei)的運行(xing)和(he)維(wei)護基本要求,嚴格按照(zhao)安(an)全操(cao)作規程(cheng)進行(xing)操(cao)作,熟(shu)悉水(shui)(shui)質(zhi)指(zhi)標(biao)及技術(shu)指(zhi)標(biao)檢測(ce)監控和(he)數(shu)據處(chu)理(li)。水(shui)(shui)質(zhi)檢測(ce)人(ren)員(yuan)(機構(gou)(gou))負責水(shui)(shui)質(zhi)的檢測(ce)和(he)數(shu)據質(zhi)量保障。水(shui)(shui)質(zhi)檢測(ce)人(ren)員(yuan)需經過水(shui)(shui)質(zhi)檢驗(yan)、測(ce)試專(zhuan)業技術(shu)培訓合格后(hou)上崗(gang),獲(huo)得相應的操(cao)作技能等級資格證(zheng)書(shu)。
